I am pleased to present a volume on corruption and politics in Guatemala. After nearly five months of extensive investigating, interviewing, and analysis, we have prepared a two-part document that we feel gives substance to the ongoing concerns that the public and private sectors reserve when deciding to invest in Guatemala and her future.
At the core of this effort stands a focus group of Southern Pulse investigators who extensively interviewed sources in Guatemala, Mexico, and across Central America, and researchers who combed through newspapers and other online sources for information on how money and power corrupt politicians in Guatemala. We have endeavored to present as accurate picture as possible of actual cases that substantiate the presence of pervasive corruption in Guatemala. While there are many modalities of corruption, this report focuses on the corruption of politics.
Our interviews confirm media accounts that portray politicians as extremely susceptible to pressure from the private sector, including criminals, who line the pockets of politicians in exchanges for protection, privileges and policies that benefit them. As we go to press in late April 2013, Guatemala is prosecuting a trial against former President Efraín Ríos Montt, on charges of genocide. Another ex-President Alfonso Portillo is in jail awaiting extradition to the U.S. on charges of money laundering.
In our estimation, the situation has offered limited improvement. Under the current administration of Otto Pérez Molina, egregious cases of bribery and collusion with criminals still exist, but apparently little political will exists to tackle these cases. Yet there is a great danger that whoever succeeds Pérez Molina will inherit a situation that represents little improvement over the Colom administration. Rumors of impunity, ill-gotten gains, and contacts with drug traffickers swirl around all likely candidates.
We begin with a look at the recent past, and why some assessments of corruption worsened from 2008 to 2012. Then we examine the state of political corruption currently, and end with a forward-looking section discussing realistic concerns about the future of Guatemala’s government.
